Development activity shifted toward tenant-specific build-to-suit projects, which accounted for 50% of new construction starts totaling just over 900,000 square feet of the 1.1 million square feet that broke ground, while speculative and strata development declined sharply to 22% of starts from a 2025 average of 63%.
